Two points as you advocate:
The MacArthur Causeway is the best route for the train. It has the highest current transit ridership in the County - for good reason - I395 connects the most people to the most jobs, entertainment, and destinations on both sides of the causeway.
The Metromover should have no impact to Miami Beach zoning. The County’s transit zoning exempts historic neighborhoods. The nearby areas not zoned historic are already far denser than county zoning would dictate (there is a 44 story tower already under construction at 5th and Alton lol)
